Could American companies be leaving not over tax rates but b/c of regulations of ...?

...minimum wage, health regulations (can't have workers messing around with Mercuric Cyanide or Radioactive Cobra Venom for example), hour regulations (no 100 hour work weeks), overtime, and child labor laws?
