How can I sc off a birthmark?

I have this very dark colored birthmark about half an inch in diameter on my left arm, its flat and doesnt bulge out like a mole does. I was wondering how many layers deep is a birthmark, and if I was to sc off a small layer of skin, when the skin healed would the birthmark reappear?
