1991 Prelude brake job problem?

I am replacing the pads on my rear wheels on my Prelude, and got everything put back together, put the caliper back on, and now the wheel is hard to turn. I wanted to make sure, so I raised the other side that I haven't done yet, and that wheel spins freely. Any ideas?
